12. The prime minister of the coalition government cannot take decisions as he likes. He has to accommodate different groups and factions in his party as well as among alliance partners. He also had to heed to the views and positions of the coalition partners and other parties, on whose support the survival of the government depends.

13. Difference between the Pinochet's rule and the Communist Party rule - The differences between the Pinochet's rule in Chile and the Communist Party rule in Poland are as follows.

1) Chile was ruled and governed by a Military Dictator, General Pinochet which wassupported by USA. While Poland was ruled by a political Party that was supported by Soviet Union.

2) The Pinochet government openly favoured the big capitalists in the country. While the Communist Party of Poland claimed that it was ruling the country on behalf of the working class.

Common features between the Pinochet's rule and the Communist party rule -Common features between the Pinochet's rule in Chile and the Communist Party rule in Poland are as follows.

1) In both the cases of Chile and Poland, citizens had no power either to choose or change their rulers.

2) In both the countries, people did not have the right to form political associations or even organize protests and political actions.

3) In both the countries, no person could speak against the leaders, or the party or the government.
