1. Procedures to be followed while taking ‘Penalty Stroke’: 

1. Time stops during penalty stroke. 

2. Only goalkeeper and the player taking stroke is permitted inside shooting circle. 

3. Player flicks the ball from penalty spot 7 yards in front of goal post. 

2. The three instances are: 1. For an offence in the circle which does not prevent the probable scoring of a goal. 

2. For an intentional offence outside the circle but within 23 metres area, defenders are defending.
