Halogen alkanes form permanent dipole - permanent dipole bonds, which is a type of intermolecular bond. This bond is caused by the permanent dipoles present on individual halogen alkane molecules.

Water forms hydrogen bonds, which is another type of intermolecular bond also found in ammonia and amino acids. Hydrogen bonds work when highly negative atoms exchange hydrogen ions with one another. Hydrogen bonds are much stronger than PD-PD attractions. Halogen alkanes cannot break through hydrogen bonds between water molecules, therefore water and halogen alkanes are not miscible.
