There are four quantum numbers for any electron : 

Principle quantum number (n)= It can take any value from 1, 2 .... 

Azimuthal quantum number (l) = values from 0 to n-1 

magnetic quantum number (m) = m varies from l to -l 

spin quantum number = -1/2 and +1/2 

Thus when n=5 , l can take values from 0 to 4. Thus 

l = 0,1,2,3,4 

but m=3 suggest that l should be greater or equal to 3 .since m can take values from -l to +l only. 

Thus l = 0,1,2 does not match with the m value 3. 

Therefore second option is not correct.m cannot be 3 for l=0 or l=1 .
