Calculation:

Let the number be n

Actual value = 21 × n = 21n

⇒ Resultant =  n × 12 

⇒ Resultant = 12n

21n = 12n + 198

⇒ 21n – 12n = 198

⇒ 9n = 198

⇒ n = 198/9

⇒ n = 22

∴ The number is 22
