Answer» The Commons had no role in the administration. They had to pay tax to government, nobles and clergy. The status of one vote for each estate was against the interests of the Commons. The Commons wanted one vote for each person instead of one vote for each estate. The other two estates opposed this demand. Under this circumstance, the Commons declared themselves as the National Assembly of France and assembled in the nearby tennis court.
