Generally basicity of oxides / hydroxides decreases from left to right along a period. In the the 3rd period, we see that Na20 is a strong base, MGO is basic and Al203 is amphoteric. So it can be said that hydroxides of G-1 are more basic than hydroxides of G-2.

Again if we MOVE from top to bottom along G-1, radius of cation increases, ionisation enthalpy decreases ( less energy is required to lose electron).

As a result solubility and basicity increases down the group.
