In CO2, Carbon can only LOSE oxygen,it cannot gain anymore.

But, in CO, it can gain as well as lose Oxygen.

Therefore, CO2 only loses O and acts ALWAYS as an OXIDIZING agent. Whereas, CO gains as we're as loses O therefore can act as oxidizing and REDUCING agent depending on the reactants.
