As the word indicates these functions may or may not be performed by the state. However, most of the modern states try to perform these functions. Provision of health facilities, education facilities, transportation facilities, social welfare activities, etc., are optional functions. These functions are performed by the modem states as per their ability and convenience. These are many theories and opinions regarding the origin of the state. Whether the state is created by the society, or individual, or God.
