Unlike states, which have their own governments, union territoriesare ruled directly by the UnionGovernment (central government), hence the NAME "union territory". . The only thing that makes a UT diff from a state is that it is under the DIRECT control of the central govt. And as impt DECISIONS have to made by the state govt. Regarding a particular state...
