It may have a positive or negative sign. It means that the change may be either positive or negative. (B) Development means a qualitative change which is always value positive. It means that development can not take place unless there is an increment or addition to the existing conditions. It occurs when positive growth take place. Yet positive growth does not always led to development. Development occurs when there is a positive change in quality.
