Because when light goes from a denser medium to a rarer one, the refracted Ray moves away from the normal. Hence it's possible for there to exist a particular angle of incidence (critical angle) such that the refracted Ray makes an angle of 90 degrees.

In the other case, when the light goes from rarer to denser medium, light bends towards the normal, thus there wouldn't exist any angle of incidence for which the refracted Ray becomes 90 degrees with the normal.
