Patel and Menon prepared the Instrument of Accession to integrate the native states. Almost all the princely states joined the Indian Union after signing the Instrument of Accession. The princely states of Junagadh, Kashmir and Hyderabad refused to join the Indian Union at first. But Patel integrated them through a military intervention and conciliation talks.
