Answer» If the President is satisfied either on the recommendation of the Governor or otherwise that the government cannot be carried on in a State in accordance with the Constitution, he declares constitutional emergency in the state. The Governor can dismiss the Council of Ministers and dissolve the Vidhan Sabha. He becomes the real head of the State.
