It depends on the subject. In Social Studies, my area, the overwhelming problem is that there is too much content to cover in such a brief period of time. For example, we are meant to teach U.S. History from 1600 to 2018 in only 18 weeks; the state has to choose what history to keep and what to ignore.

Furthermore, some subjects require end-of-course exams, which guarantees that teachers will have to teach to the test in some capacity. It is a disservice to the students to teach to the test, but at the same time, it’s a disservice to not prepare them for the test
