Explain the power sharing arrangements at different levels

Here SHARING of powers means dual polity i.e,government at state level power is different from central level because some major and IMPORTANT powers LIKE railway,finance are under central where as the powers like POLICE,etc are under state level
it is very important because with out dual polity we can't balance all powers and there will be a HUGE loss in the aspect of development
