`V_(01)/V_(02)=sqrt((R+h_2)/(R+h_1))`
Where `h_1` and `h_2` are the heights of the satellites
In this PROBLEM`h_1`=6400 Km, `h_2`= 19200 km,R=6400 km.
`V_(01)/V_(02)=sqrt((6400+19200)/(6400+6400))=sqrt(25600/12800)=sqrt2/1`
