Answer» States will always be held accountable for their compliance with human rights, but they also need to create conditions for realising those rights : 1. To maintain that kind of environment in state which makes them comfortable to live in society is a challenge. 2. Most states fear that recognizing such differences will result in social fragmentation. 3. States which respect minority rights and appeal for seccession face challenges in terms of communal tensions which arise often. Altercations along with the insecurity in the majority community begins to develop. |
