Normal cells are transformed into cancerous cells due to various physical, chemical and biological agents called carcinogens. 

Cellular oncogenes (c-onc) or proto-oncogenes are present in inactivated state but under certain conditions (like mutation) get transformed to cancer-causing oncogenes. Whereas viral oncogenes are cancer-causing genes of virus.
