I have to ask a question? Is there any rule in Navodaya Vidyalaya scho

1.	I have to ask a question? Is there any rule in Navodaya Vidyalaya school that children have to return their previous class books and copies by studying it to get next class books and Copies for example if I read in class IX th than I have to return the books of class 9 to get 10 th books Is this right or wrong. My jnv school demanding this, give me the old year book, then you will get the new year book.Is it right plz answer it?
