I was born in Bihar in 1950 in a village where my father expired while I was an infant. Due to outbreak of plague my mother with me migrated from the village and I never returned there. I had no permanent home and stayed at different places in Bihar for my education upto graduation until the age of 21. Subsequently for further education and service in railways stayed at several places in several states and in 2008 aquired my first and only own permanent home I Allahabad in Uttarpradesh. I belong to a caste which is an OBC both in Bihar and UP but I joined and served in railways as a general category without claiming the benefits of OBC. I never had a home in Bihar. Now I have a home in UP for last 12 years as my permanent home. Now my son requires an OBC certificate for Central and State Civil Services. Which state- UP or Bihar can issue a valid OBC Certificate to him.
