It is given that in photosynthesis CO2+H2O forms C6H12O6 but respiration involves oxidation of C6H12O6 to CO2 and H2O for producing energy so can't plants directly use CO2 and H2O to synthesize energy (in form of ATP) that they had obtained from atmosphere and water.
