The AGREEMENT sets up rights and obligations for each party. Multilateral treaties are often regional. Bilateral Treaties- Bilateral treaties are made between two STATES or entities. Most of the times it is possible for a bilateral treaty to have more than two PARTIES. But it still remains a bilateral one.
