Pension bill is ever increasing, due to increase in life expectancy. Officers and soldiers should be laterally inducted into CAPFs. 3. The civilian work force in DEFENSE Ministry is a major financial burden. ALMOST 25 to 30% of the defense budget is used for their pay and pension. There can be a reduction of 50% of this cadre. 4. The retiring Armed Force personnel should be utilized in the Ministry of Defense. 5. DRDO must have time bound plan to replace IMPORTS. 6. PSUs like DGOF are a total loss. Their production costs are almost 3 times the market rates. To give an example, the cost of a Binocular,10 yrs back was more than RS 30,000/- when same was available for less than Rs 10,000/- in open market. Sub-standard ammunition worth thousands of crores is written off every year. The Govt is spending millions to sustain this white elephant. 7. The finances SAVED from lateral induction, pension budget reduction, MoD savings and DGOF can be utilized for modernization of the Armed Forces.
