As we know that,

length of the rectangular sheet = circumference of the circle

Circumference of the circle = 2πr

⇒ 66 cm = 2*22/7*r

⇒ r = (66*7)/(22*2)

⇒ r = 10.5 cm

Capacity or volume of the cylinder =πr²h

⇒ 22/7*10.5*10.5*14

⇒ 22/7*110.25*14
