Answer» This was the most crucial issue faced by independent India. In union cabinet, Sardar Vallabhbhai Pate! was in charge of the portfolio relating to states. Patel and V.P. Menon prepared an instrument of accession. Due to agitation of people and practical approach of the government, majority of princely states signed this agreement and joined in Indian Union. However Hyderabad, Kashmir and Junagad refused to join in Indian union. Later by some compromise and military reorganization of states.
