Answer» Answer: It depends both on the political system and the political situation in a country. In parliamentary democracies like Canada, India, the U.K. and Australia, the PRIME Minister is usually the leader of the cabinet and draws their power from their party or a coalition in parliament backing them. In these systems, a president is usually (from hereon referred to as a figurehead) the “head of STATE” but has FAR more limited POWERS that the Prime Minister. Essentially all matters of importance go through the PM rather than the President. In these systems, the role of the President is akin to the role of constitutional monarchs like the Queen of England. Despite the Queen being the head of state, the Prime Minister of the U.K. effectively wields all political power. |
