According to the Decree on Land, the peasants had seized the lands of the nobility, monasteries and Church. This decree was followed on February 19, 1918, by a decree of the Central Executive Committee of the Congress of Soviets, "The Fundamental Law of Land Socialization". Russian peasants were different from other European peasants in another way. They pooled their land together periodically and their commune (mir) divided it according to the needs of individual families. 2.3 Socialism in Russia. All political parties were illegal in Russia before 1914.
