I do not agree with this statement. Two reasons for my stand are as follows:

(i) Human resource management, which is looked after by, human resource department, has a broader coverage and staffing as its part. Therefore, every manager who performs staffing function is not involved in all the aspects of human resource management.

(ii) Managers cannot perform staffing function effectively without the specialised advice of human resource department as this function is quite complex, and it requires specialised persons of human resource department.

(iii) Human resource department centralises various activities of staffing function and these activities are performed in a co-ordinated way leading to the increment in the efficiency.

(iv) Because of a existence of human resource department, staffing policies and procedures are uniform throughout the organisation which is very important.
