Answer» I am aware that there may be posts already on this subject, however i am treating this a a new subject. For the purposes of this problem I am disregarding the ADSL/CABLE component of this router as it is not cause any problems yet.
My problem lies in trying to access the configuration page of the router. I have nortons 360 firewall disabled and windows firewall disabled when offline. According to belkin I need to type in 192.168.2.1 into the web browser to access this. I am able to ping the following:
Laptop => 169.254.41.215 Internet gateway or switch, what ever that is =>127.0.0.1
so there is no problem there, but when I type in the address for the router page it says "Internet explorer can not display the webpage. All pinged addresses are IPv4. I have attached a Text file with current settings obtained from Ipconfig using all switch.
How can one OBTAIN access to this page, I remember accessing it before but I can't remember how exactly to do it. I should also point out that both SYSTEMS are running Windows VISTA Home Basic.

1. Reset the router - I pressed the button in for about 5 to 10 seconds, maybe even 15 seconds at the most.
2. Unchecked share internet connection, this was the main PROBLE as the internet browser tried to find a internet connection to search for the address i entered.
I have checked this three times and found it to be correct. Hopefully it might help someone else that is having the same problem.
