Solve : Bottle necked Internet Speed?

So I built a computer 2 summers ago. It's GREAT and works perfectly except the internet speed is bottle necked to about half of the internet speed I pay for. I know it's something with the computer because I've had 2 different internet providers at TWO different locations both of which I've experienced slower internet speeds than my roommates. I've used different ETHERNET cables as well. I don't use wifi on my computer but I do for my ps3 (the same CONNECTION as the land line) which turns out to actually be faster than my pc directly connected to the router. The only conclusion I've come to is that my motherboard might be faulty or drivers not up to date. I personally didn't put the PC together I had someone do it for me. I have replaced the RAM from 4gb to 16gb THOUGH. I would really like to figure out what is causing this problem.
