Solve : Computer HAS the connection, does not connect to broadband connection????

This problem is very complicated, because I have called Tech Support and I have also talked to a friend that is fairly good with computers.

My HP Pavilion dv6 laptop uses Vista. I have a internet connection shown at the bottom right with the animation. I am able to use Ventrilo, so I KNOW it is there. But when I try to use the internet it asks me if I want to connect or stay offline, i CHOOSE connect. It then trys to connect and brings up an error 815. I have tried pressing alt while in the internet BROWSER and turning off "Work Offline" and reopening, that didnt work. I tried changing my DSL servers to ones that i got from my friends computer, those didnt work either. I tried disabling my Internet Protocal Version 6 (TCP/IPv6) option in the settings for this connection, that didnt work either. Before my computer was able to browse the internet, but it would sometimes do this process where it would try to connect, i press cancel, i go to another website, it says to Connect or Work Offline, i press Connect and thats it, it works. Now it goes through the process of trying to connect when i press the Connect option.

Please help! haha, i have an assignment i have to do thats due tomorrow and I need my computer to do it. Hopefully someone can help me out more than the Tech Support did...

And have you tried other browsers?Before this issue came up i mean, and that was yesterday. I cant try another browser because i cant go on the internet to download one lol.You can download one on another computer and install it on yours then try it.

And did anything happen between the last time you could connect to the internet and the first time you couldn't (new hw, sw, virus, etc)?I dont have any WAY to GET another browser, i dont have a thumb drive or anything. And i didnt do anything, just put my laptop to sleep. The Tech Support guy told me that the IP address changes and i have to get the new one from the ISP, but that doesnt make sense to me...are you even able to change your IP address?
