Solve : Curious port forward issue.?

I am forwarding ports for a PROGRAM that was PREVIOUSLY working until a day or two ago and is now getting connection errors.
Here is some information taken directly from my ROUTER page:

My problem is that when I visit canyouseeme.org, it shows these ports as blocked.

The curious PART is when i use the port checking program downloaded from portforward.com, the single port I check with that program opens up and all others close.

So when I do things in this order here is the result:

Does anyone know what is doing this?

I should mention that I have disabled windows FIREWALL (as far as I can tell, it says off everywhere but Ive had issues before) and do not run any software firewalls.
