Solve : Do Not Use explicit FTP. How??

Maybe some 18 years ago I started using FTP to download and upload. Never have I been told:

Huh? What does that mean?
I got a NEW Web Host service from a company that is, I think, in Chicago. I have never been to Chicago. It must be a different culture. Why can't they do FTP like the rest of the world?

FILEZILLA Instructions

When configuring FileZilla, you can download an XML file and import it to your FileZilla client.
To configure the FileZilla FTP client: Go To >> In Cpanel: >> FTP Accounts:

The part I do not understand is 'do not use explicit FTP.

Does anybody here understand this?
Why can't I use  FTP like I always have?

So I did find some info bout this. It would have helped is the technician would have GIVEN a more detailed answer or link.
But I still can not FTP the site.
