Solve : Free work wi-fi but unable to download my e-mail?

Just a quick question.  I've got a pay as you go mobile device (android) and I am unable to DOWNLOAD my hotmail e-mail when using either my works free wi-fi or my mobile data plan.  When I'm at home I can download my e-mail to my PHONE with no probs using my wi-fi. 

Is this a security feature or SOMETHING.  If so I would have thought I would have at least been able to use my mobile data to download my e-mail.  Could it be a setting on my phone?
