my Internet Service Provider prevent a lot of SITES like Facebook
I use IP change programs such as PlatinumHideIP
But the internet speed decreases significantly
Is there a way to get rid of the filter without being affected by the speed of the InternetYou can use proxies, find 'Proxy LISTS' and hunt for a fast working one which is NEARBY and change you web-browser to use that.

Or you could use Anonymous Surfing which is probably easiest but limiting, for example:

http://www.thefreecountry.com/security/anonymous.shtml
http://www.the-cloak.com/
http://hidemyass.com/

Anything you use like that acts as a proxy (another computer between you and the website) would reduce your internet speed and might limit your access (but could increase security). It's up to you to find a premium fast proxy, the closer it is the better.

You could also spoof, but that's illegal and your ISP could shut your connection.

Try using a 'free translation web site' , such as Google’s language tools, or freetranslation.com

You should select that you are translating from a foreign language into English. English words on the website will remain in English, so you are basically making use of the translation engine without changing any of the words. Type the URL and translate it.

Or use a URL Redirection Service. Two popular sites are tinyurl.com and shorturl.com, but you can easily find others by conducting a keyword search. Select the basic account, which is free, and you should now be able to access the blocked site by typing in a newly created private URL. Since the Internet connection thinks you are on the redirection service’s web site, you should be able to access the blocked web site without problem.

I've never heard of any ISP blocking anything, unless you live in China.
There's the great firewall of China as you said.

If my country started that (restriction of free speech and information) I would too look for a way around it! Blocking access just makes you want it more, unfair blocking however make you want to stick it to the man.
