Solve : I may have messed up something with my Belkin Router?

I'm stupid so please forgive me.

I went to 192.168.2.1 because my router stopped producing wi-fi (I couldn't even find my router wirelessly) and it said that it as an 'access point' was disabled, so I enabled it (possibly bad MOVE), it said something about changing my IP address, or something like that, and now the router is completely off, red light, and I can't access 192.168.2.1 anymore.

And I really hate to be a bother, I know I'm stupid with computers, but before this, what I was TRYING to fix, was that my router didn't show up whenever I tried to connect with my laptop, like it wasn't producing wi-fi, if that makes sense. Any idea about that?Just read the documentation.
After a consumer router is reset, the user should connect directly to the router with a Ethernet cable. You may have to reset the PC to get it to find the router. These details ought to be in the quick start card or user manual

PS 192.168.2.1 is not always the default address for popular routers.
Often it is 192.168.1.1 instead.
I'm really sorry, but what do you mean by 'documentation'?

And I don't have the manual or the quick start card, this is my mother's computer. Not sure if she has them anywhere, but it's not near me.

And the second address for the router didn't work. Can someone just give me a brief idea on what to do? But in a simple way, if possible.

Default IP's are different for various manufacturers
Linksys is 192.168.1.1
D-Link is 192.168.0.1
Belkin is 192.168.2.1

Do as Geek says, connect directly to the router with an Ethernet cable. Open browser and enter http://192.168.2.1
