Solve : IP address conflict with wireless routers and ICS?

My internet connection is supplied through Linksys powerline adapters running Roadrunner to the office.  I have a desktop running windows xp.  I recently bought a laptop running vista.  At home, I have successfully set up an Extreme N D-link router.  I am now TRYING to do the same thing at work.  I have hooked up the router to the desktop and tried to enable ICS.  It tells me that

"Internet Connection Sharing cannot be enabled due to an IP address conflict on the network.  ICS requires the host to be CONFIGURED to use 192.168.0.1.  Please ensure that no other client on the network is configured to use 192.168.0.1."

Computer people have tried to help me, but to no avail.  Do I simply release and renew the ip address on the desktop or should I set up a static ip address on the desktop and what would I set it to?   I know just enough to be dangerous.  Also, I WANT to make sure that anything I am doing on my end will not AFFECT the other desktop located in a different room...  PLEASE HELP  Thank youHi!
