Solve : Lag when playing online?

I'm currently living in a dorm at the University of Michigan, and internet is provided through a wired ethernet port in the wall from a service called ResComp, to which my D-Link EBR-2310 wired router is connected. From there, I have two ethernet cords running to my laptop and my Xbox 360. As far as I can tell, all signs point to the connection being excellent, yet when I try to play any online games on my Xbox 360, I have major lag to the point of it being unplayable. I ran some speed tests on the connection, and it resulted in an upload and download speed of about 9 Mb/s.

I'm not too knowledgeable about networking so I'm hoping someone can help to improve the connection in game, any help would be much appreciated.

Have you tried connecting your Xbox 360 through WiFi?
I would CONTACT the administrators if I were you...Yes, only my building doesn't have wireless, and it isn't even allowed.
