Solve : Network Status?

1.	Solve : Network Status?
Answer» I am running a LAN of 25 client computers. The server is WINDOWS server 2008 R2 server and the clients are running windows 7. When I restart the server there only 8 clients connected. When I CHECK the LAN status it shows that the network card is sending packets but receiving no packets. What COULD be the PROBLEM and how do I solve the issue? Thank you in advance.
