i am really CONFUSED with my router this type

Model Number:       2701HGV-E Gateway

i want to limit my speed connection at my android phone , i have 1MBPS line = 128KB/s , i want to limit my device , so it get only 20KB/s , so the pc connection not lagging. how to do that?
