Solve : Router with USB Port?

Good morning everyone,

My current router has to be changed because it keeps disconnecting my laptop (wireless) and my PC (directly plugged into router) every 5 minutes or so.
Thing is, I have a Western Digital external hard drive that I'd like to have access to from anywhere in my apartment (and from any laptop and PC that might be in it).

So I was wondering, if I get a router with a USB PORT, can I simply plug the external HDD in it and it will act as a server; meaning I will be able to access it from anywhere? Any brands or model to recommend? I don't REALLY want to go over 100$ here...

Network Attached Server is what you want.  This is one I could find for less than $100.

You can buy complete NAS devices, but they are more than your budget.
