What kind of contract (agreement) do you have with your ISP?
Have you tried a different OS?
Have you tried a virus check and a spyware check?means its opening the files, save is very slow

  system performance is slow,
antivirus updated.there are loads of reasons. Like virus, browser settings, or check this website out.

So an ECHO timeout from yahoo.com equals virus or spyware now?

Please clarify sanjaybijapur
Is it only your internet access that seems to be slow or is your operating system affected as well?http://www.freesoft.org/CIE/Topics/53.htm

what im trying to tell are something keep disconnecting the internet, and thats why it slow, that could be one reason and answer. It could be a hardware problem, maybe a cooler is down. Also dust poses huge thermal problems. Your computer seems to be a little "old". Have you clean it for dust in time? If not, I suggest you to do so. With the following mention: don't use a vacuum cleaner (DON'T USE A VACUUM CLEANER! YOU CAN DESTROY YOUR COMPUTER BY ELECTRIC DISCHARGES!!!) and don't use liquids. You may use compressed air cans. If you don't want to pay SOMEBODY to do this for you, better search on internet.

You did not mention if the problem arose suddenly or it became evident in time.
