As for the quality of the video, there will be no difference if you encode a video on a single-core CPU or on the latest hexacore CPU. You can select the resolution and bitrate of the video output in most video encoding programs, though.The technology level of the CPU and its clock speed will affect the speed of ripping, and higher quality will always take longer overall.
Converting a video, say a AVI, to a DVD format is a CPU intensive tasks. Given the quality, size and frame rate do not change, the TIME to convert is a function of the CPU performance.. And yes, the MMX and other improvements affect the speed. Unless the application does not use them.
