I've always wondered, but NEVER bothered to ask, why you can't register your own domain name for free if you have a DNS server. What else is required? You can.

But no top-level DNS servers will use it as an authoritative name server.

Not really. We don't actually buy domain names- you rent them from a registrar. The price you pay is for the registrar to create and maintain that CNAME record as well as the appropriate fees the ICANN imposes on it.

If anybody was able to create their own DNS server, there would be no way to know where Domains actually lead. Different Domain name servers will point to different IP Addresses based entirely on the whim of the owner of the server. the ICANN ensures that there is a STANDARD agreement amongst all authoritive Domain Name Servers about where domains lead. Linux711, It is a matter of fairness for all, not just you.
You can buy a registrar.  Do  you  have the money?
But a registrar can not sign a name that is already used.

CNAME is the group that KEEPS track of domain names. It should be obvious that you can not have duplicate names in the system. Otherwise it could not be the Wold Wilde Web.

Also, you can buy a small country and own all the domains of that country. Just declare martial law and get the citizens  to back up the coup.

You might want to buy Norfolk Island. It has only 2500 people in 35 sq kilometers.  Offer them 400 million US and see if they go for it. Then you can have you rown domains.

But thou may want an low cost alternative.
