Solve : Time Warner Cable Router Packet Loss?

In performing a packet loss test from remote location through dslreports.com I have found that the TWC router has sever packet loss depending on time of day. TWC claims it is signal loss from my house to this TWC router. This doesn't appear to be true as ping test is a remote test and my first hop out is my last hop in. Ping tests from my house outgoing to this router do not show the HIGH failures.
 Test result is below but my analysis is that TWC router has a overloading issue with too much traffic at peak periods on downloads.
Any comments on this analysis with the test report below?  Line 13 is the TWC router in question.

This is not your home to the ISP issue at hop 13, it is an issue with the route the ISP has between the destination and your home, so its ISP side.

I have heard NOTHING good about Time Warner ISP, but those who have it seems to be stuck with it because its the only ISP available other than dial-up. Friend of mine has this ISP in PA, USA and nothing but problems and no other high speed CHOICE in her area.

Sadly there is nothing you can do to fix their problem, and ways AROUND this are to go with a different ISP or find a way to communicate through an alternate route to the destination that bypasses cpe-024-031-198-206.sc.res.rr.com such as trying a different DNS provider.

Not sure if this will correct this or not, but have you tried using a different DNS such as OpenDNS IP's which may use alternate  routing to get to the destination?

I had problems with my ISP Comcast and going with OpenDNS IP's vs their DNS servers cleared up problems.
