Well I can't MAKE sense of the strange results the sites are reporting, but LETS try to ignore this for a second.
You definitely have a router present between your computer and the internet. If you don't have a dedicated router, chances are it is built in to your modem. You will need to configure the router to forward the ports you need open to your computer --> 10.12.0.231.
Take a look at this site and see if your modem/router is listed.

If not, post the brand name and model number and I'll see what I can find.

how would i figure out the brand name of my router.....Look at it...

i am connected to the internet through built in LAN card.....
My ISP connected CAT 5 cable (4wires) in the LAN CARD.....

they plug the another end of the cable to the swith...

they have attached the switch some what 60 meters from my house at a pole....
So your computer is connected directly to a switch outside your house?
We can't help you then.
There is definitely a router between you and the internet that needs to be configured. Since you don't have ownership of said router the only thing you can do, is to ASK whoever is in charge of your internet connection to open the ports you need. (Or change to another ISP.)aren't there any other solutions...........
