It could be your HOME router, if the timeout is on the very first hop, in this case connecting the PC directly to the modem may CLEAR things up, or if it is a later hop, there are various reasons such as network congestion or a misconfigured router somewhere along the way. If you want I can do a tracert from my location for you to COMPARE. If the problem is out there in the internet, there is nothing you can do.
I think if ping response is DISABLED to protect against DoS attacks you wont get a traceroute response from that hop
