It depends on how it is BLOCKED that site. For EXAMPLE, if it is blocked in the firewall you won't be ABLE to unblock that; it can be done only with the firewall. But you may CIRCUMVENT it, the user may connect to a proxy server outside your local area network and from there he can access any site he wishes - I doubt that the firewall will deny traffic to that proxy server.If those sites are blocked by the network administrator you should not try to reach them.
Unless you have another job lined up...
