Solve : Upsetting 'internet' problems?

Last night i began to have PROBLEMS with anything considered internet. I am connected. I have tried with a piece of hardware and wi-fi. When I try to open Firefox (even Internet Explorer) they trigger the mouse hourglass but never open. This problem also goes for World of Warcraft and other such games. I am connected but they never load, only say loading or nothing at all.1) Do all other programs work normally?

2) What is new or different since the last TIME everything worked properly (ie, new hw, new sw, virus, error, etc)?

3) Please run full system scans with BOTH your installed anti virus app and with MalwareBytesThanks for checking my problem out! This is a bit hard to explain. Now my internet browsers pop up but saying unable to connect or 'error'. I'm hoping you know what Steam is but I can LOG onto that and play my games I have there. (Still unable to do any online content with the games). I have run a spyware SWEEP with norton and it found 12 threats and fixed 12 threats (this did not change anything) . I logged onto the other user account on said laptop and the browsers work fine. So I'm GUESSING it's just my usual user account i'm having trouble with. Also, the last thing I updated or changed was Norton required a restart yesterday (it's been bothering me a week to restart my laptop to apply the update) so i did last night.
